A lot of church people treat a hard heart like a project. If we try harder in the quiet time, force the feelings, and clamp down on the rules, maybe we can work ourselves into someone who wants God. When the praise still will not come, we either fake it or decide we must not be real Christians. Both answers put the weight on our technique.
Scripture will not let us stay there. Through Ezekiel, God promised His people something they could not manufacture: He would take out the heart of stone and give a heart of flesh. That is not a mood swing, and it is not a second try at saving yourself. It is new-covenant mercy. The living God remakes the want. Paul says the same thing without the prophet's picture: it is God who works in you, both to will and to work for His good pleasure. So the turn is not "surrender harder so God will finally soften you." Surrender is not the cause. God acts first. When praise finally rises, it rises because He gave the heart that can praise. Come to Him as you are. Ask Him to do what only He can do. Then thank Him when the want to speak His name shows up, because that want was His gift.
Ezekiel 36:26–27 (ESV): "And I will give you a new heart, and a new spirit I will put within you. And I will remove the heart of stone from your flesh and give you a heart of flesh. And I will put my Spirit within you, and cause you to walk in my statutes and be careful to obey my rules."
Philippians 2:13 (ESV): "for it is God who works in you, both to will and to work for his good pleasure."
Deuteronomy 30:6 (ESV): "And the LORD your God will circumcise your heart and the heart of your offspring, so that you will love the LORD your God with all your heart and with all your soul, that you may live."
